Alastair Sharp reports for Reuters: Seven in 10 people say the 'dark net' -- an anonymous online home to both criminals and activists fearful of government surveillance -- should be shut down, according to a global Ipsos poll released on Tuesday. The findings, from a poll of at least 1,000 people in each of 24 countries, come as policymakers and technology companies argue over whether digital privacy should be curbed to help regulators and law enforcement more easily thwart hackers and other digital threats.

The measures outlined in the 'Internet Domain Name Management Rules' remain unclear, yet they suggest a marked effort to increase censorship on online content. The proposals, released for public comment by the Ministry of Industry and Information Technology, seek to update existing regulations to censor any domain names not registered within China. Only domain names approved by authorities would be permitted while other names registered outside of China would be blocked automatically.

Reader sittingnut writes: According to a study by Elizabeth Stoycheff from Wayne State University -- which was also referred to in the Washington Post, "knowing one is subject to surveillance and accepting such surveillance as necessary, act as moderating agents in the relationship between one's perceived climate of opinion and willingness to voice opinions online." In other words, knowledge of government surveillance causes people to self-censor their dissenting opinions online. This study adds to the well-researched phenomenon known as "spiral of silence", of people suppressing unpopular opinions to fit in by explicitly examining how government surveillance affects self-censorship. Participants who claimed they don't break any laws and don't have anything to hide and tended to support mass surveillance as necessary for national security, were the most likely to silence their minority opinions.

An anonymous reader writes with news from TorrenFreak that a Police Intellectual Property Crime Unit in the UK has charged a man for operating proxy sites and services that let fellow Internet users in the UK bypass local pirate site blockades. In a first of its kind prosecution, the Bakersfield resident is charged with several fraud offenses and one count of converting and/or transferring criminal property. During the summer of 2014, City of London Police arrested the then 20-year-old Callum Haywood of Bakersfield for his involvement with several proxy sites and services. Haywood was interrogated at a police station and later released on bail. He agreed to voluntarily hand over several domain names, but the police meanwhile continued working on the case. I wonder if the same logic applies to customers of the shrinking number of VPNs that can be used to bypass other kinds of country-level controls.

Geoffrey Roberston QC says the laws are "sloppily drafted" and threatens research with "no sensible connection to military technology". But the government is barreling ahead, despite warnings from Defence Report it will kill Australia's high-tech economy. The law is opposed by Civil Liberties Australia where scientists are petitioning against it.

Kiddle.co filters its results so that only 'safe' sites are displayed and page descriptions are written in simple language. It also claims to get rid of indecent images and 'bad words.' However, tests have revealed that the odd risque image will still slip by into the listings. The words 'gay' and 'lesbian' have also controversially been removed from the 'child-friendly' platform. Other reports claimed that references to killing rabbits, naked images of Vanessa Hudgens and Khloe Kardashian's sex tape had initially slipped into the results. While Kiddle, based in the U.S. and the Netherlands, is a separate and unrelated venture to Google, the system uses the web giant's safe search mode in addition to its own team of human editors to pick out the unsuitable content.

Facebook founder Mark Zuckerberg announced on Friday in Berlin that he recognized that Facebook needs to crack down more on "hate speech" against migrants. In September, Facebook announced that it would work with the German Justice Ministry to crack down on anti-migrant posts. Under German law, social media users who incite hatred or violence against an ethnic or religious group can be punished by up to three years in jail. "If people, using their own name, incite hatred against other people, not only the government has to act, but also Facebook should do something against those statements," German Chancellor Angela Merkel told the Rheinische Post. Facebook has been in discussions about privacy and hate speech with Germany for months. Last summer, it announced that it would conform to Germany's strict hate speech laws and attempt to take down racist posts within a day.

An anonymous reader writes: Tensions are rising between Tor Project administrators and CloudFlare, a CDN and DDoS mitigation service that's apparently making the life of Tor users a living hell. Tor administrators are saying that CloudFlare is making Tor users enter CAPTCHAs multiple times, tracking their Web sessions, and sharing data with other companies. Additionally, a study by some UK and US researchers found that are 1.3 million websites blocking access to Tor users, 3.67% being Alexa Top 1000 sites.

New submitter NeonBible writes with this news from IB Times UK: The Turkish government has retaliated against a number of Twitter [users who] posted links to a compromised database stolen from a national police server. The users, which include two Anonymous-affiliated accounts, sent out notifications to millions of followers containing a direct link to a huge 17.8GB-sized trove of sensitive data earlier this month. Among the websites targeted by the government security affairs division were @CthulhuSec, @YourAnonNews, @CryptOnymous and also an alleged news organisation called KurdishDailyNews.org.

Popular file-hosting service 4shared has won a court case against the South Korean authorities who placed the site on a national piracy blocklist. While 4shared's users occasionally host pirated files, the court concludes that it can't be seen as a service that is setup specifically to facilitate copyright infringement. "We think it is a good result. It's the first time we tried disputing in court with a state Internet censorship body," 4shared's Mike Wilson tells TorrentFreak. "We believe that 4shared does enough to protect intellectual property and disabling access to our service for an entire country is not lawful," he adds.

Dangerous_Minds writes: Steve Verheul, chief negotiator of the Comprehensive Economic and Trade Agreement (CETA), is saying that the agreement is "virtually complete." He also says that translated versions are to be completed by May and that the agreement is likely to be implemented in 2017. CETA contains provisions that would compel countries to implement Internet censorship through site blocking, anti-circumvention laws as seen in the US, and compel border security to seize digital storage devices (i.e. cell phones) at the border for the purpose of looking for copyright infringement.

MojoKid writes: Cox Communications is standing up for its subscribers by so far refusing to spy on their online activities and take legal action against those who download copyrighted material. That stand has already cost the ISP $25 million (the amount a Virginia federal jury recently came up with when it ruled that Cox was responsible for the activities of those using its service), and it could cost Cox even more. The ruling against Cox took place last December. Since then, music publisher BMG has followed up by asking a court to issue a permanent injunction against Cox. BMG also wants the ISP to boot customers who have pirated content and share the details of those subscribers with copyright holders. The topic of deep packet inspection has also come up. Despite all this, Cox is holding firm in its position. "To the extent the injunction requires either termination or surveillance, it imposes undue hardships on Cox, both because the order is vague and because it imposes disproportionate, intrusive, and punitive measures against households and businesses with no due process," Cox stated in its reply.

From the Daily Dot article linked, a hint of one reason that bringing Tor mainstream isn't straightforward: At the heart of Tor's image problems are what's known as "hidden services" -- sites that are only accessible through the Tor network. Hidden services have been home to drug and gun marketplaces, child pornography forums, fraud and hacking sites, and sites where you can place bets on when a high-profile target may be assassinated. While the media tends to focus on the nefarious elements Tor enables, hidden services make up only about 1 percent of the Tor network, according to Steele, and are in no way operated by the Tor Project.

"I'm trying to teach everyone that we need to recognize that we are doing the work of the angels," Steele says. "What we are providing is really important and really great, and there happen to be uses that are residual that aren't what we're doing. We're not creating this for [illegal activity]. And OK, maybe it's being used for that, but that's not what we're about!"

At checkpoints strict Islamic dress and behavior codes are enforced, and their ad hoc nature can make them difficult to avoid. Hadi Ghaemi, the executive director of the International Campaign for Human Rights in Iran, said of Gershad, "This is an innovative idea and I believe it will lead to many other creative apps which will address the gap between society and government in Iran."

Mark Wilson writes: For a man so readily associated with words — and certainly for a wordsmith so enamored with technology — Twitter seems like something of a natural home for Stephen Fry. Over the years he has amassed hundreds of thousands of followers, but last night he closed his account. Fry's latest exit from Twitter (there have been several over the last few years for numerous reasons) came about because of the backlash he received for making a joke at an award ceremony. Hosting the BATFAs (British Academy of Film and Television Arts) on Sunday, he referred to costume designer and award winner (and, indeed, friend) Jenny Beavan as being 'dressed as a bag lady'. 'Offended' Twitter users attacked Fry in their droves, and he fought a valiant battle, before eventually giving up and terminating his account. It comes just days after Twitter set up a new Trust & Safety Council.

The appeals court not only agreed that the user's suspension by Facebook constitutes censorship, but the ruling itself negates Facebook's insistence that all legal challenges take place in its native California.

While homosexuality is not illegal in the country, it remains a controversial issue in the Muslim-dominated country. Now in the latest effort to crackdown on gay rights, Indonesian authorities want to ban emojis, stickers and emoticons which depict same-sex couples, the rainbow flag, and any symbol that symbolises the lesbian, bay, bisexual and transgender (LGBT) community. Apps that have been targeted by the demands include the popular Asian messaging app LINE, Whatsapp, Facebook and Twitter. The Indonesian Communication and Information Ministry added that a particular concern was that children would find the bright coloured stickers appealing.
